The Nandi Hills Member of Parliament Alfred Keter has blamed National Assembly Speaker Justin Muturi for baffling the movement of arraignment against Devolution and Planning Cabinet secretary Ann Waiguru.
Mr Keter says his movement to expel the CS from office had been embraced by enough number of MPs and Parliament legal counselors.
